Just because they didn't expound on them in the paper doesn't mean they are
not aware of, and influenced by, his ideas in that regard. I'd be very
surprised if the drafters of that document are not familiar with the terms
"gray goo" and "active shield." Frankly, I'd be very surprised if the wonks
and pols were publicly talking about such topics at this stage of the game.
