The short range Sprint wouldn't unless there are cities in northern Canada,
a warhead would enter the atmosphere very close to its target.

A plasma cloud does not dissipate in a blink, it would hang around for hours
and you'd be blind as a bat.

I doubt it, it's hellishly difficult and as electronics gets smaller they become even
more sensitive. The best method of hardening your system against EMP is to go
back to vacuum tubes, but that causes other problems.
