I have heard that they use some type of IR spectroscopy from high-flying
aircraft. Apparently this allows them to sweep large regions for
suspicious growths. I do not know if this is true, but since I do know
that it is possible to identify some types of plants by their IR spectra,
this is a plausible explanation.
