That *is* some people's definition of "improving the stock".
Sufficiently many that this is most people's concept of what eugenics
is: a euphemism for eliminating anyone whose genes differ significantly
from the implementor's perception of "ideal".

This is a widespread enough problem that, if someone wanted to improve
the human race's genes through means other than restricting ability to
breed (and, in some cases, ability to live), one may be well served by
coming up with a new term for it, to avoid opposition generated out of
confusion...
