What about rotary pumps? My cousin-in-law developed a rotary pump for the
gas dehydrator business (http://www.rotor-tech.com/default.htm) and I've
spent some time fiddling with them. Two moving parts, no reciprocating
parts, essentially zero vibration. I don't know enough to know whether
they'd be efficient in your application (presumably pumping water), but they
are truly cool little machines
