Don't know about this, you might mean the Moon Treaty, but that, like the Outer
Space Treaty, mostly just deals with limiting sovereignty claims. The US
government had for many years bans on private launches and private astronauts,
and even had a law against close encounters, if you beleive that. Thats all gone
by the wayside, but until recently they made it difficult to do private space
ventures, requiring dozens of permits from and reports to many different
government agencies. They tried for a while to claim that the act of launching a
rocket was an act of exporting missile technology, for example... which is
against the Nuclear Non-proliferation Treaty.
