Reading through the NMD discussion here in this thread, I have to say that
terrorist DELIVERY of WMD against civilian targets is absolutely, positively
NOT stoppable. If they can get a nuke, the Bad Guys can destroy any city in
the world, with the possible exception of those in China. If you include
chemical and biological agents, the possibility is even greater. Why this
hasn't happened yet is a great mystery, because it's not hard.
Now, this doesn't mean that tactical antimissile technology isn't something
that should be developed. I think it's a legitimate military technology and
has a place in the arsenal of a modern army. Whether there should be modern
armies is another question.
