I read the document and don't see any evidence of "conspiracy with a foreign
power" or that the administration had "no interest in the rights of Elian".
Sure the administration was slanted toward return of the boy to Cuba (and to
his only living parent), but just because that happened to also be what
Castro wanted doesn't mean it was a bad thing.
