Well...

1. This is just removing a power from the FCC that the FCC has already
   and repeatedly said they do not wish to use. (Granted, leaving it in
   provides the potential for future abuse.)

2. The telephone companies are trying to put in an exemption for
   voice-over-IP, as if to legitimize taxing that.

Still, it does do more good than harm, for once.
