Why is tunelling easier than modular underwater construction? Tunnelings a pain,
and you've got to seal the tunnel with construction anyways thats going to be
exposed to water. Modular tubes you can manufacture elsewhere with everything
inside needed under optimal assembly line efficiency, transport to the site,
drop into place, connect, then break the seal into each new module as you go
along. Tunneling is an excuse to stretch the project out for ten years more.
