Oh. I didn't realize you were serious about that.

Unfortunately the numbers don't add up at all. A human being can only
generate a few hundred watts, and that won't even run the lights in the
prison. All the inmates in the country could barely light up a small town.
Besides, it would end up costing more money to generate power this way than
it would using normal power plants (that's why we have big power plants
instead of little ones).
