What I have always advocated ( asside from free beer) is a gigantic prize for
a new energy system. This might involve a contribution from the USA tax
payer, Europe, Japan, and the World Bank supplying the super El Gordo to the
energy researching.

Now the hard part is deciding on who would decide if the new energy system is
the genuine article or just a means of honking money from the taxpayers.
