The book is largely aimed at educators. It carries some weighty implications.
Basically it shows how the emotions are a "meta-skill" that affect the
overall success and intelligence of a being. Students who get good grades but
lack emotional skills (lack good interpersonal communication skills, good
expression skills, emotion management, delaying gratification, etc.) do not
do as well later in life, while not-so-bright students with good emotional
skills will often succeed and do better.
The book goes on to explain in a rather rudimentary way the relationship
between the older brain systems and the new, and suggests some positive ways
to up student's EQ.
