Forgive me in my flu-addled state for not looking in depth at the URL's
listed by Mitchell Porter - but as I recall, the argument made by Simon is
very similar to the argument made by the book "The Coming Plague" regarding
the banning of DDT. As I recall, she claims that if they had just pushed
the DDT malaria control project just a few more years, they could have wiped
it out.
"The Coming Plague" is a book about emerging diseases that came out about
five years ago, and the author is about as far away from Simon politically
as you can get.
