Windows Quickstart: 
Install Cygwin - http://www.cygwin.com/install.html
Install Maven - http://maven.apache.org/download.html
Install Java JDK-6 from Oracle
Unzip trunk.zip
From a cygwin shell, cd to trunk/ and execute build_and_run_arrow.sh
This may take 30 to 60 minutes depending on machine and network speeds.

At the end of a successful build and start the log will show

Arrow web services will now be available at http://localhost:8080/ArrowWebServices/
