PARC drawing tool

Some simple circuit diagrams appear in the draw/models directory,
and supporting code to edit them is in draw/*.lisp.
These resources are not intended for a broader audience than
modelers working on qualitative component models in Common Lisp.
They rely on the Allegro Common Graphics library, which runs under Windows.

The PARC envisioner code, in a peer directory, has some draw/ and QRG/ dependencies;
we direct your attention to envisioner/README-envisioner.txt.
