BSE/Creutzveld-Jacobs question

Man, this thread is almost as bed as the Ebola one,... Oh well,
here's my contribution.
Does anyone have an idea of how the prion is transmitted within
the herd?  If the plan is to cull the cattle population of older
animals, are they confident that it isn't present in younger
ones? or are they assuming that the only way thay cows can get
the disease is by eating infected sheep offal?  But if that is
the case, how does BSE become entrenched in cattle populations on
other countries?

And on anouther line...
In The Economist it says that the histology of C/J syndrome (this
new version) is very similar to the histology of the BSE brain.
I think I remember information to the contrary in the original
report as posted in this site.  Can anyone clear that up for me?
