1.  Do you have data to support this statement?
2.  Why would the "Bio. Warfare scientists" bother. . . botulinum toxin, 
ricin, and anthrax spores are currently available, easily delivered by 
an airborne route, and just as deadly as an Ebola virus.
3.  I think you have greatly overestimated the current level of 
sophistication in genetic engineering of viruses.  Only recently have 
scientists (though not necessarily "Bio. Warfare Scientists") been 
successful in altering important virulence functions such as receptor 
binding and tissue tropism, and this has been accomplished with very well 
studied viruses (which Ebola is not).
