I'm not sure if this has been answered already.  However, I have the 
paper right in front of me, so I'll point out that in 
The tempo and mode of SIV quasispecies development in vivo calls for 
massive viral replication and clearance.

naked SIV DNA was injected into monkeys intramuscularly and they did 
develop infection.  Whether this very artificial system represents a 
physiological situation or not is another question.
