Regarding the question of whether pure viral DNA can result in infections
when injected into animals, see Letvin, et. al. Nature, Volume 349, page
573, Feb 14, 1991. They injected 200 micrograms of purified simian
immunodeficiency virus (SIV) DNA into each of four monkeys. Three of the
animals developed a positive blood test for antibodies against SIV, and
intact viral particles were found in blood cells. These viral particles
were further able to infect blood cells from healthy monkeys.

Viral DNA can certainly be infectious, and should be treated with respect
and caution.
