Trust me, they will. BCW (and NBCW for that matter) in the hands of 
insurgents IMHO is *the* threat of near future. Easy to smuggle, silent, 
unpreventable and virtually untraceable. And modern terrorists are moving 
towards hit-and-run strategies instead of taking hostages. BCW are ideal 
for this. And as to cults, well, just two days ago a "doomsday cultist" 
contaminated a Japanese subway with (judging from the casualties) nerve gas.
If you wanted a class-IV virus, all you needed a few weeks ago was a plane 
ticket to Zaire, a cheap syringe and an infected (the dead are a good 
choice) individual. Voila`! Of course, Ebola doesn't grow very well in 
the lab, so you'd probably want some other bug for your sabotage missions.
