Cost effectivity (Re: Hepatitis vaccines)

All very true, but let me ask you this. Are the vaccines available cheaply
for them to be administered in outbreak-containing quantities to people 
in the 3rd world, at public health facilities which have trouble 
with heavy patent-royalty propylaxes?
