I got Laurie Garrett's The Coming Plague at a local bookstore, so call
around. Some stores put books like these in sections other than biology,
so it may be worthwhile to ask the dealer where to look. The Coming
Plague was published in 1994 by Farrar, Straus, and Giroux.
Also, if you want more recent information on emerging viruses, the Centers
for Disease Control & Prevention has a new home page on the world wide web
(URL=http://www.cdc.gov/). From this home page, you can download current
and past issues of Morbidity and Mortality Weekly Report. Check out the
February 3, 1995 issue, which talks about the Fall 1994 reappearance of
the Machupo Virus in Bolivia.
Given that Garrett's book was just published and that it contains over
1,300 references, I think that's the best single source for emerging viral
and bacterial strains.
